Depending on the hashing algorithm in question, it is entirely possible for another image to match the same hash. It would seem reasonable to have someone double check just in case. Reporting someone for uploading unrelated content that merely matched the same hash could result in legal problems for them.

Image recognition algorithms are another possibility, but it is worth noting that image recognition is not exactly an easy problem.

You might be confusing two different concepts. It's feasible (though I don't think anyone has done it yet) to train a neural network to recognize possible CP. It's easy (and is being done right now) to check the hash of a file against a database of known CP file hashes. But that kind of neural net would never (imo) be trained only on a dataset of file hashes labeled "CP" and "not CP", because the contents of most hashes has very little to do with the contents of the file (to an extent that it causes shitstorms when a hash turns out to correspond more then desired, see MD5 and recently SHA1).

Yahoo did release an ML model designed to recognize NSFW images. Recently (past six months? Year?) someone trained a NN (maybe working from Yahoo's thing?) to recognize various porn genres to the extent that it could automatically tag videos pretty accurately. On mobile or I would try to look it up and link you.

Just realized I missed something - to be explicit, my understanding is that one would NEED to train one's NN on actual samples of CP for it to be worth anything.

This raises moral questions of course, and nobody wants to be sitting on a massive dataset of CP. That's likely another reason why hashing approaches are popular - you can save all the hashes after a raid, destroy the originals, and be happy.

They probably use hashes of known child pornography that they get from the FBI and automatically check uploaded pictures or videos.

I hardly think they'd manually look through everything people upload.

I believe that they get the hashes from NCMEC, which works with the FBI to categorize CP and then maintains a database of hashes that they can distribute to cloud providers, isp, etc.

One of NCMEC's biggest tasks is categorizing whether CP from new investigations is actually new, or part of older sets, and helping to identify victims and abusers.

Also, since hashes are easily changed, I believe most large cloud providers are now using Microsoft's PhotoDNA which can identify images even after they've gone through color shift or cropping.

I know that MS, Google, and FB are all using PhotoDNA.

google's not retarted, it plainly said uploaded from his IP to his google photos. I'd assume there was a login history from that IP, so when they see CP uploaded from it they know it was him. They track that shit enough to know if it was actually you or not. An imposter would have to not only spoof his IP, and by extension location, but also know his login credentials and have it not show up as a different computer to google's servers which track that. The amount of effort for that would require this dude to have bad enough enemies that he did something way the fuck worse than CP in the first place.

Google, FB, Microsoft all do this. They have both automated systems, primarily PhotoDNA, for detecting cp, and then manual examination as well.
