Does anyone have a GNU / Linux distribution to be recommended? Possibly with a small number of packages. I had a bad experience with Debian 9 (XFCE) and its malfunctioning network-manager. I'm looking for something that is properly configured.
No Ubuntu, because is full of unused shit.
No Gentoo or Arch-Linux. I have no time for install these.

I've been using Debian Jessie (GNOME) since it came out and I've never had an issue with it. I can work perfectly fine with it. I'm not really a fan of the default file browser in GNOME though.
-openvpn works well
-never had issues with wifi or ethernet
-able to play vidya
-dual monitor works fine
Maybe an ubuntu flavour like Xubuntu, Kubuntu, Mate, etc.
Not Debian's fault networkmanager is shit. There are other options.
network-manager died on me during a recent stretch update as well.

you can run stable with whatever packages you like

Then get Stretch/testing. It will be released as stable before this year ends so it's stable enough today for typical desktop usage.

If you want a non-shit system that just werks once you set it up initially, you're going to have to make time. Gentoo and Arch are literally the only worthwhile distributions besides the freetard-approved ones. Gentoo for poweruser programmers and Arch for people who just want an individually tailored OS.
Keep using Debian, just install MATE.
Are you sure the network-manager does not have the same problem on Mate?

Puppy Linux is ready-to-use and requires no extra installation of software. Some hundred MB, so not a lot of extra software.
