My case has a fan controller preinstalled (3 modes). At lowest they sound like they are scratching at something, when I move higher it just sounds like loud fans.

Is this a consistent problem with thermaltake cases then? I have a WingRS 201 that I've always felt to be pretty cheaply made. The side panel even came warped so it's always been a total bitch to put back on evenly anytime I open it.

Who's dick do I need to suck to get a case with a layout like this?

It's simple, sturdy and has a lot of space.
Easy to clean and also has a bunch of different features.
The case is also quiet because of the rubberized feet and sound proofed guts.
If it wasn't for the weight it would have been the perfect computer case

What do you think is the advantage of that layout?

You're talking like max 240 rad size there. And why would you want hdds in a small form factor case?

That would basically be the result but without the cables coming out the top.

The thing is, you want space for rad+fans at the top, right? So that's 30+25mm, minimum, to fit a pretty thin rad. Then you want room at the bottom for fans, so that's another 25mm to the height. They need some room for intake - say another 20mm minimum. So you're looking at 100mm on top of the height of an ATX board (305mm), for a total minimum (internal) height of 405mm.

On the other hand, if you just put the PSU in the usual place at the bottom or top, it only adds 86mm to the motherboard height. If you want it intaking through the bottom then you need a bit of bottom clearance, but it's still basically a wash heightwise vs. your layout. In exchange, though, you can mount your rad+fans at the front, and get a nice front-to-back airflow happening. You also get easier access to dust filters with the fans at the front, and you don't have to deal with dirt or liquids falling in through the top vents.

In the end, your layout doesn't really seem to offer anything over a conventional layout.
