Lmao, the 1060 is barely 2% faster than a stock 480 that throttles to 1210MHz in games, these shits are clocked significantly higher.
Even the stock 580 is clocked at like 1370MHz.

The 1060 is basically worthless unless you're looking at watercooling it to 2100MHz

they can, they've already shown a prototype of vega card on fury x drivers few months ago that was beating the gtx 1070 slightly in doom. But they decided not to release it yet, who knows why.

Depends on the game, more and more are showing up that allocate 4GB and higher, but if you can deal with some lower graphical settings, then a 970 is fine.
