There is no safe means of decentralized filesharing, you're either running the risk of storing encrypted CP on your computer or running the risk of being used as an endnode in a CP file transfer.

Frankly the encrypted option is likely the safest, nobody has been arrested for encrypted GNUnet filehosting but people have been arrested for being a Tor endnode.

I think GNUnet has built-in filtering for these things based upon a sort of "ratings" system. Unpopular files are pruned from search results, odds are malware and CP are going to be far less "popular" than the legit files you're searching for.
