IHDI measures development for the poorest compared to the richest. The U.S. has high inequality, therefor it's absolute poorest (bottom 1% of people) live worse than the poor in many 1st world countries.
However, on average the U.S. performs middle of the road, not much better or worse than most Euro countries.

We do, but they're haphazard and hard to get.
Taxation and reinvestment into public works that benefit everyone (such as in education and public transit) is the best way to reduce inequality.
They would also support you if you become poor. Your electricity, water and gas are all partially paid for by taxes. Welfare isn't the only thing you spend taxes on, and is in fact much less efficient than reinvestment into public projects.

HDI is too limited, IHDI too political. Social progress index is one of the better ones imo, it measures a lot of different metrics to give you a clear picture of a country as a whole.
