Yo in the house...

Yo in the house, any of you dogs know where I can find info on libraries which support some level of interoptability between Linux distros? Does such a thing even exist?

Specifically Im writing an app in Rust which needs to get the current themed icons for all installed applications. Do I need to assume Gnome (if thats what I want to support) and check dconf for theme manually, then look in /usr/share/themes, then in current users home folder and so on? Or isnt there already some lib which abstracts away this shit and supports KDE as well?

Tits provided to insure against no or snarky replies.
