What is the best css framework?

I used materializecss on my last project but I disliked the way forms and tables look.
Now I use bootstrap but I miss that collapsing sidebar on mobile version

bootstrap 4 is pretty great

Bootstrap is alright. It's massive, but it really doesn't slow things down if you cache right, and it's fairly sane. I still end up overriding functionality here and there, but for the most part is just werks and looks good.

Yeah I do this for small shit, but good luck making anything non-trivial without reproducing half of what's already in a framework. There's a reason why they exist.

It's the one that W3 schools makes.
I like it because im a programmer and hate design.
You can just add each class name to the elements and it will inherit each style of that class

Do you mean preprocessor? SCSS is god tier for that.

Not just the name, but the sass easy to implement, the fact that it's only CSS and not bloated like bootstrap and also because it uses modern CSS

I like Semantic UI, it looks great out of the box and is very full featured
