The license.txt for heif shows that it's not open, but it doesn't cost anything to implement, so companies will likely support it. It'll probably be pretty prevalent and WEBM will adopt a position similar to FLAC today.

iOS can display WebM content, it's just Sup Forums uses an outdated version which is no longer supported by Apple. Everyone uses VP9 now, which was released in 2012.
