It's android x86 and yes, it is nougat. Thinkpad is x60 with single core 1,6GHz Intel Centrino and I'm impressed that I can watch 720p videos in Newpipe normally. On linux I could only watch 360p same thing for win xp.

are you sure you have the right codecs installed? t60 with a 2ghz chip should handle 1080p on youtube fine, no doubt a 1.6ghz would do at least 720p without issue
