You could probably just make one with a regulator IC or even just resistors. Those white power LEDs hit full power around 3.5 volts and will dim down to around 3V so you'll still get a visual indication when the batteries are running flat.

So I'm a delivery driver and often work at night, so I'd like to get a small portable flashlight that will allow me to illuminate house numbers from my car. I figure a tight beam angle would be best for this and for not pissing off dozens of strangers like

Pretty much any cheapo chink light with a sliding aspheric lens will do for that. They'll focus all the way down to the LED chip itself and at that focus you don't need much more than 100 lumen output to see clearly from the street.
