I used to work for a shop here that charged that for labor when doing a ram upgrade, but we included running memtest86+, changing the page file, and more importantly optimizing the OS to boot, and work faster since that's what everyone doing a ram upgrade expect. He defrag, removing startup, clearing out temp files.
I think the $40 for labor was well spent

If its purely 40 bucks labor, it would depend on the system. If it's a desktop, then 40 labor is ridiculous. If someone comes to me to install ram physcially, I may charge up to 5 bucks for a tower.
BUT! If it's one of those shitty modern laptops that you have to completely tear apart to install memory, then YES that is understandable as there is more than removing an access panel and installing.

I think $40 is fair for this. It's a bit expensive if all they do is stick the RAM in and go though. I would think that a fair price would be closer to $20; $10 or possibly free if the customer purchases the memory to be installed from the shop
