You can make it with bitmaps, 38*38 being ~ 180 Bytes

If there was, Sup Forums would be full of them by now. But yes, the thumbnail is probably a larger file size than the actual image.

It depends on the nature of the image user. For instance Jpeg is good for photos, whereas PNG or gif maybe be better for images with less colours and gradients. There are also a number of features of each file format that may be worth experimenting with for the right combination of image quality and file size. I'm not sure if GIMP can handle this kind of thing, but I remember back in the olden days using some kind of adobe web image optimisation tool that allowed you select colour palettes for gifs and also optimise jpegs. Perhaps search around for something like that.

I wrote a simple script that gives reasonably high quality webms from gifs, but I don't have it on me right now. Maybe in 8 hours I'll make a thread about it, and other stuff like it
