It is about your browser not supporting VP9 video codec.
YouTube made the move to VP9 and the 4k videos uploaded after that are only available as 4k for the browsers that support it.
That's why you have the option to watch some of the older 4k content in full resolution, but not the newer content.
Safari suffers from this same problem
