With customs controls being re-introduced and no joint "national" symbols having been agreed. It seems the leaders of Belarus and Russia just can't agree on the details (most likely the dictator of Belarus, Alexander Lukashenko, prefers being leader of his own country rather than some bureaucrat in Putin's cabinet).
