A lot of software used to make bootable windows installation drives expect an iso. Also it's almost convention to distribute installation images as isos.

Just tried the Windows Pro .iso, it's 4.4GB and a DVD let's you burn slightly less than that so if refuses. DVDs hold 4.7 but I'm guessing some space is used for formatting.
