Not really, I just search for whatever processor the device I want uses and if it supports the video formats and then I search for some videos showing how it actually performs. Quite the hassle, but you get to see actual performance.

Change your power plan to at least adaptive in Nvidia control panel. If it won't help then lower your quality setting (NGU). Getting few stopped frames at the start of a video is normal. Your video card is more than enough for 1080p videos.

If you still get drops after then reset madvr to default (bat file in the madvr folder) and don't change settings you know nothing about to not fuck up things again.

x265 is too new to have any hardware acceleration for most everything people are using. Give it a few years.

Both Polaris and Pascal support x265 decoding, as well as Sky/Kabylake (8-bit).
