Why does Sublime prints star and heart symbols just fine but when I run the file by double clicking it does not?

The default windows terminal does not handle unicode well.

Tried it, the star symbol still doesn't show up.

Step 1: Stop using the default Windows terminal emulator and switch to ConEmu.
Step 2: Probably switch away from the default font.

It really depends on your emulator - windows in general displays ASCII by default.
