For most users, this region of the keyboard is no man's land. 'Delete' is probably the only one that the typical Windows or Mac OSX user has ever intentionally used. 'Insert' is used in offices but it seems like most people would rather just backspace and then write in what they want.

I never use Insert, but I use the others all the time.

I've disabled the PrtSc key. It's placed in the most unfortunate, moronic location possible within a 10-foot radius on new thinkpads. I accidentally the god forsaken key so much that typing scrot is just easier.

I use home and end all the time, but I don't really use the other keys.

Alt+PrintScreen is pretty good as well.

It's for debugging. Certain developers use it sometimes.

It's used in quite a few rts games to actually pause the game.

It used to be popular in interactive debuggers to Pause a running program for inspection or toggle a Break point with that key, but I think everything that's been updated in the last 15 years or so uses F5-F10 for that to avoid triple Coke bottle combos on laptops.
