adding to the 11.3 tflops of a 1080ti the rest of the system's computing power in gflops (negleglible) and more importantly the rest of the power requirements and overhead you'll most likely be able to build a system that totals an efficiency of like 25 gflops/watt at best, so no 30 isn't quite shit for a whole system

My system does around 19TFLOPS, and I am running it off of a 750W 80 Plus titanium PSU. So assuming that I am pretty much maxing out the PSU, I am doing 25GFLOPS/W. And I am pretty sure it doesn't actually draw 750W even under full load.
