No, the average citizen cannot own explosives, as they are considered "destructive devices". Ownership of a launcher varies by jurisdiction, but purchasing one is restricted to defense and law enforcement so it's unlikely Joe Shmoe will have one.
As for full-auto firearms, IF the jurisdiction (city, county, or state) even allows them, you still have to go through fucktons of red tape and an approval process that usually only approves ownership after proving you NEED the weapon (some manage to skirt this though).
On a related note, most full-auto weapons used in shootings come from a.) the gun cabinet of a family member in law enforcement b.) an illegal purchase (or conversion) or c.) a by-owner sale/trade (which are very poorly regulated). Of course these shootings are rare, most use hunting rifles or hand guns.
