運営 is usually used for "running" an organisation (but not a business firm).
運用 means to "make use of."
For me these two are very different and can't think of any situation in which they are interchangeable.

Better to become billingual or trillingual before you try Japanese, unless you have a high resolve and god-like study technique.

I gave up on Japanese after 1 year of little progress and learnt it as a light hobby while I studied French, it only took me about 1 year to become largely competent in French and then I took up Japanese again, using my lessons from my French learning and strengths / weaknesses and also knowledge that I can learn a language to help. My progress is better now.

Well seriously...it's probably true in many other countries, but in Japan your life gets a lot easier if you were born into a good family or know right people. In many cases, connections matter more than efforts you make.

Why is that a problem? Do Americans behave badly?
