Almost certainly static. Glass is an excellent insulator so it wouldn't make much sense to get a real shock from it.

This was really cool back in the days when our TV's were fat.
Sometimes, I would go into my room which had said TV, it would be pitch black and going near my TV with my arm hair would look like the surface of the sun as the static electricity would be arcing across, looked kinda like the aurora in the north and south.
