If you're buying meat in an urban centre from a plain/normal/non-shady butcher, you don't really need to worry about this. Specially if the meat was frozen beforehand. (Usually flash frozen, to avoid losing texture.)

As long as you don't add something acidic, raw meat is chewy and a bit more "slippery" on the tongue than cooked meat. joked about it being the opposite of burnt meat, well, you won't find that "crust taste" you have in well-cooked meat, but I find raw meat more savoury.

If you add some acid (as, say, carpaccio), it loses the chewy thing and gets obviously sour.

Get a pan. Put in some butter. Wait until the butter browns just a little bit. Add a thin cut of beef. Wait a bit, flip it, wait a bit more, done. MID-LOW HEAT.

For ages beef has been very cooked in the Rio de la Plata and raw meat has never been popular.

I guess in some fancy restaurant you could ask for raw meat though.

In common restaurants you can ask for your meat to be "juicy" at most which I think it's a medium-medium rare.

yes you use seasoning, off the top of my head (probably wrong with this) S&P, wocestshire sauce, chive, those little tiny pickle things (not sure of their name.. the really small balls), tobasco, lemon juice, maybe some other things I'm forgetting. I only prepared it myself with recipe from the internet once, and obviously can do it however. You serve it with a raw egg yolk ontop.

It's very pleasant though, tastes meaty/savoury. Don't really know how to describe it, but it is different to even something blue (that's cooked) texture is soft. Sadly it's not that popular in the UK, so usually eat it in France or occasionally at French restaurants here.

oh, if you want to prepare it yourself don't use prepackaged mince as it could make you sick. The idea being that it's meant to be cooked, and by mincing it you create more surface area for bacteria etc. I got mine ready to be seasoned from a polish delicatessen here, but you could probably get it from a butcher if you told him what you were going to do with it.

Salmonella from raw eggs is a meme here but you might want to get a decent egg depending on what it's like there.. (I know you guys wash your eggs, don't know how that affects their safety)
