The file list marks the pieces necessary to cover the files in question for download
The torrent client requests those pieces downloaded
If you were to delete files included in a piece that just happened to be included in a boundary, your pieces would not hash to what was expected and you would have

You get like the size of 1-2 pieces (at most) extra of unwanted files. If you want to delete partial files then you can no longer have the torrent around because it does not hash correctly.
If I understand that thread, ĀµTorrent merges them in a .dat file which is equivalent to qBittorrents .!qB or .unwanted/

people are sperging about there being unfinished files if a selected file spans piece boundaries and that deleting them breaks the torrent.

You could always spend your free time restarting utorrent every time it freezes which is usually 8 tiems a day,
or if you dont care if your torrents ever finish then you could use transmission, could also double as a fire wall if you can find a way to run any other type of network traffic though it)
