it's a microsoft-only thing they use because they first made a 64bit windows for Itanic, calling that one "64bit edition"
when it came time to make a version for amd64, they couldn't call that "64bit edition" as well, as that'd be confusing

"wow64" (windows [32bit] on windows 64bit) is the name of the subsystem in windows 64bit that allows for 32bit windows software support
basically like multilib in linux

so "syswow64" is the "system" folder for wow64, i.e, 32bit software on 64bit windows

when a 32bit program on 64bit windows accesses "system32", it's actually directed to the syswow64 folder
