I dunno, when I tried to write mine people pretty much told me to fuck off.
Just write something that guesses.
Look at the network monitor when you do a captcha, should tell you all that you need.
After you get that working do something to run a few instances of the guesser at the same time.
I run about 20 and I can get solved captchas almost instantly.
Use noscript captcha with pictures.

No. The API and CDN (for downloading images) support IPv6 as provided by CloudFlare, but the web frontend + posting are still IPv4-only. Precisely because they still haven't figured out how to adapt the ban system, among other reasons.
