no one in this thread has pointed out the reason for whats going on in OPs picture, which implies its a bad design.
the gate can be opened with 1 key, while retaining unique locks.
its so multiple companies can access to the gate, without sharing the same key.
(i.e one tenant gets their access revoked and you don't have to change all of the keys for the different shared owners. you just have to replace their lock)

you have a gate that needs to be kept locked, but 6 people have access to it
if one of them doesn't lock it up after using it, you know who did it

On the flip side

Well no, one key allows you to take all locks with you, they'd just still be locked to a piece of metal. Besides, you can just lock the lock shut not on the gate, resulting in nobody knowing what lock was used as well.
