you can't because the 56 has lower power limits than a 64. By using the 64 BIOS you get around the power limits.

56 power limit is 210W*1.5 = 315W
64 power limit is 295W*1.5 = 442W

Congratulations on being a moron. Considering Vega 56 has 8 less CUs, it should not score the same as a Vega 64 at the same clocks unless both cards are massively bottlenecked, which this proves.

Considering that people have been talking about GCN being front end bottlenecked by only having four geometry engines for literally the entire two years since Fiji was released, and that without primitive shaders Vega has the identical 4 triangles per clock limitation, yes, bottleneck.
