Now, I understood why Americans always speak to random people in English in a country where English is not mother language.

The Chinese are better at speaking English than Japan, and China is a much more important country than Japan.

According to my actual experience, local Chinese people don't understand English at all. They don't understand even simple English words, like flight tickets. Business people can speak decent English though.

Ive only been to Shanghai and Beijing, but I have met many exchange students at university from second and third tier Chinese cities who spoke better English than most of the Japs ive met. They seem to be more ambitious than the Japanese so they concentrate on their English skills.

Firstly, USA doesn't allow Japan to sell them.
Secondly, it's hard to find buyers because we have much big amount of US bonds.

Agreed, went to Shanghai and although most people couldn't speak English worth a damn, a good amount of high school/uni students spoke English pretty decently.

When you don't use something you need, you won't improve no matter if you have spent years "studying" it.

That said, a lot of people may spend years through middle and high school "learning" the language, but since there's nothing in their daily lives that makes necessary/urgent for them to focus on improving their English skill, they won't try to improve, which means they'll suck at it no matter how many years go by.

Maybe it's their case too.
