I'm pretty sure you're clueless about software development, it's not uncommon at all for 20+ year old bugs to exist in software.
Linux, NT, Apache, VC++ , etc, decade old bugs are abundant, and a lot of them aren't even relevant anymore since software changes their architecture over the years.

First of all, you can set custom font and font size, second, a page zoom across all websites isn't viable, because not all sites look as good on the same zoom level
Also it's not a bug, it's just a feature that isn't implemented, because nobody except one autist needs it

Chromium has feature this for 6 years and it wokrs beautifully. No need to install addon or enter about:config

Yeah, it does work. Just go into Preferences>Content>Advanced under Fonts and Colors and un-check "allow webpages to choose their own fonts."

A feature is something that complements the function of something
The zoom level not working at all would be a bug, not having a zoom level because the devs didn't think it was viable is not a bug
