My mom used to program a dang PDP-10 with paper punchcards back in college, now she needs my help rediscovering her email password or "undeleting" things she accidentally put in the recycle bin every couple weeks. I don't get it, modern tech is baby shit compared to some of the stuff she used to know how to do.

She probably never had a real interest in technology and how it works, nor has she developed any intuition. If all it was to her was something she had to do, she probably went through the process mechanically without really gaining any experience or general understanding beyond the very specific (and different from modern tech) task she had to accomplish.
I see plenty of developers at work who actually program nowadays yet seem to be fundamentally disconnected from how any of the shit they're using actually works and also have very little tech intuition or general knowledge beyond the specific work they do.
