My brother lived in Argentina for a while, he said that, while people were whiter and the infrastructure was better, their economy was (and still is) going down the gutter.

Rent is very volatile in St.Petersburg as well. Like, a flat in a good area can cost 30000 RUB a month, but a similar one 300 meters away from it could be 18000-20000 per month. There's plenty of options out there.
