That build is worth 850$. Buying new even with sale and shit would cost at least 1200$. The only thing unnecessary in there is the 32GB ram and op could easily sell 16GB for 100+$.

OP see if you can get him down to 800$. That pc is a really good base and will last you at least 4-5 years. Even ryzen 1800x can't touch 7700k in games. As for 1070 or 1080ti wait for 1070ti come.

I'd offer $250. Used computers are essentially worthless. If you want to make any money you have to part it out piece by piece and even then it will be a small fraction of the purchase price.

If it's true it's only a month or so old and he took care of it, $850 is not a lot, given the price of the bare components. However you're paying for 32GB DDR4, liquid cooling, a high end motherboard, and an overpriced quad core. If all that is worth it to you, go for it.
You could check what a reasonable R5 1600 build would cost you, without all the fancy shit, and compare against that.
