If you're Irish, you will consider yourself Irish not celtic. If you are Scottish you will consider yourself Scottish, British or both but not 'celtic'.
There are organisations in the celtic nations out there to preserve their respective languages but that's as far as it goes because celtic is a linguistic term and not much else. Ireland, Wales and Scotland all have different quirks in their cultures that don't really vary more from eachother than they do from English culture.

There is no singular "Celtic people", it's just a broad association based on related language and mythology. The Welsh and Irish languages are not even very recognisable to each other in the way that Italian and Spanish are, for example.

If warring German tribes didnt eventually unite against Rome, there would be no more any German tribes.
