Do you intend to play games at 1440p at 144 fps? The only reason to get the 7700k at this very moment is for the most frames (as the OP used to say).
Otherwise the r5 1600 (x) is just as good for gaming, or given your budget you can go to a 1700 (x) if you're using applications like Blender a lot.

I lost my job while upgrading my PC last year so it's a clusterfuck of parts (pic related). I'm able to upgrade now and I frequent a deals website to keep an eye on parts. Every time someone posts a processor deal, they say it's a waste of money because new parts are coming out this month.

I don't have a preferred mobo brand so I just went with something with decent reviews that was a color that matched my build color theme (msi pc mate). You'll want to look at recent reviews because bios revisions fixed a lot of early ryzen problems.
I never said Radeon is bad, just bad for the money right now. The 580 is a fantastic card for $250, but none exist as they should. If it were at MSRP I would have gotten myself a Vega 56, and when/if the prices calm down I intend to get an AIB Vega 56 (if they exist), not sure if the no Gigabyte/MSI cards is a meme or not.

You WILL regret this, maxing out texture detail on modern games uses ~3.71 in most modern games, and that will only grow with newer games. Additionally, the 3GB 1060 is gimped by ~10% compared to the 6GB in addition to less VRAM.
Either get the 6GB version, an RX570/580, or continue using your old card until the next gen of GPUs.
You'll also be a lot more future proof with a 1600(x) over a 1500 and better able to stream. A downgrade to a 1500x isn't the end of the world though, and future AMD CPUs will use the AM4 socket through 2020, so it won't be a big deal to upgrade later.

Bump the ram to 3000 or 3200mhz. You can safely pick the non-X version of the CPU and also drop the cooler because non-X comes with a decent one. Get at least 2tb hdd for storage if you don't already have one. Switch the Pro SSD to Evo and get 500gb instead.

It will not grow. Not beyond 4gb for 1080p 60fp. They would cut into their own flesh. Look at steam's statistics for pc Hardware. Not Everyone can afford a new pc for every new game. Almost all gamea will be playable at medium settings with medium/low equipment.
I have no real need for that much power. I mostly play old RPGs. The only reason I even want a 1060 is just for Monster Hunter and the new System Shock coming out, right now.
A 1500x processor is more than enough for me, and honestly I see very little difference in performance on YouTube tech videos between the 3GB 1060 and the 6GB one

PUBG already uses 10GB system/7GB VRAM to max out. A 6GB 1060 can ony run that game at medium for 1080p60. Quake Champions uses the full 8GB with ultra textures.
The cutting edge is already past the point where 8GB/4GB was enough, you are going to need to either spend more or turn down settings to run 2018 games at 1080p60.
