binary is a way of representing other data. you can represent numbers as binary, or english, or german, or photographs. decoding binary without knowing english or german or JPEG is the impossible part.

This. At the pace we have developed technologically, there isn't much reason to assume we will still be using radio waves to communicate in 200 years.

A part of the problem with interstellar communication [outside of the distances involved] would probably be method and modulation. The window for radio is probably only a few hundred years.
