you have to be 1 year in a russian army. And every 6 months government calls new people to your military base where you are serving. This provides you a new higher rank in the army. Which means that you can tell the newcomers do whatever you want and they can't say 'no' to you because your rank is higher. These marches are one of many results of this ranking system.
