You can have currency without government backing. The only thing that gives currency value is that other people agree that it has value. If you have government backing but not the backing of the people, your currency is worthless, just look at Zimbabwe or Venezuela.

The difference here is that people don't trade on the value of USD, for example, because people can agree on it's worth. BTC, by contrast, is highly volitile because people trade it as if it were a stock. The whole point of BTC is highly flawed anyways, because people are trading based on the conversion rate to non-volitile currencies like USD, instead of using BTC as a standalone currency. In an ideal scenario, people would use BTC as they use USD, but instead they cash out to USD, in turn devaluing the currency as a whole.
