Devuan has wl drivers in its non-free repo. Dont know about old packages but 99% of the time theyre new enough. theres also always building from source. If you just want a distro with a different init system you could try Artix which is based on arch linux

I cant find any Non-systemd Ubuntu distros out of the box, but these may help you

These are for Ubuntu 16 but they might hold useful information that applies to 17 as well. Distros without systemd seem to be Debian or Arch based, with Gentoo and Slackware being some exceptions
