By "queue time" I meant that there are people in the same program as me who don't yet have an apartment and have been "waiting" to get one. For example, if they have been waiting 10 years for a one room apartment, that means they've lived in their current one for at least that long while also being in the program that gives them a better chance of getting an apartment if they have long queue times.
I've only been in a queue for 3 years so unfortunately I would need to wait 7 more years to have the same chance as some people, just to get a one room apartment.
I hope it's easier to find one in Japan than it is here, because we have a big housing shortage.

That is also an option, but I don't have much money right now so it's hard for me to find private sellers.
Waiting lists in Stockholm are notoriously long though, even by UK standards. I don't think there are many other cities with waiting lists longer.

I'm finding it very hard to understand, since I always thought adjectives are applied to the following word, not the preceding one.
Can someone tell me what it is and if it's the preceding one, an explanation on how/why?
