You actually don't want to.
Windows has all the files you use most frequently loaded there and saves you a bunch of time with this.
And if you actually NEED this memory, windows will purge it in around 100ms.

You don't want to, you don't need to, but you can. RAMMAP from sysinternals has an option that does that.
"Cached" memory is files that have been left in ram because they might be needed later but that memory will be released if another application needs it.

Having 64GB commited is weird though.
Open task manager, go to processes, right click on the column header, select columns, check "Commit Size", ok, click on the new column to sort in descending order, post screenshot.

I don't have 12 gb fully free. I have less than 200 mb free. windows considers the 12 gb of cached ram as free memory because it can free it up in miliseconds

At this point I'd start to suspect a misbehaved rootkit and tell you to reinstall.

In 2010 I was told with 4gb you'll be invincible. In 2012 I fell for the 8gb meme. Now I'm 16gb and what would have been considered triple overkill a few years ago and the system someone manages to pump 6gb on the best of days of active memory to run whatever processes I never needed on my crappy lottery won bootcamped macbook in 2011.

I can't move on from one tab. Every time I see a good thread I feel like I should be reading all the replies but give up halfway in but always tell myself I'll go back to it. Also anything that I'm working on which sometimes does require a lot of resources opened because going back to search for them again whenever I need to look something up is a chore.

To be fair, in 2010 4gb was actually decent, I remember back then I could open 800 tabs of Firefox no problem with just 4GB of RAM. I just restarted. Got in safe mode but couldn't get on the place's internet somehow and didn't remember where to go. Phone runs out of juice at the same time.

5 min after restarting cached memory keeps steadily increasing with me barely doing anything like the other times. Unless something will work differently this time it will end up at 11gb in an hour.
