I thought it was the lower receiver that was considered the restricted part in the US. Like how you could buy all the other stuff without a license. Which is why 3D printing is freaky when it comes to gun control because the lower receiver doesn't have high material requirements compared to the upper?
But I don't know guns or law. Just vague recollection.

The serialized part is considered the gun which on a AR is the lower receiver, on other guns like some Kel-Tec pistols it is just a tiny metal insert.

Regardless importing things is an entirely different matter. I looked in to importing a gun barrel from Germany and was told my the ATF I would need a permit to import a "implement of war".

It gives the RAM less drag.
