The rules of rugby state that someone needs to play in a country for 3 years in order to represent that country internationally.
That's why you find Tongans in the English or Welsh teams or New Zealanders playing for Japan or South Africans in the French or Irish sides. Those guys play for teams in those countries and haven't been selected by their own countries. Countries like South Africa and NZ produce too many good players to fit in their national teams.

Not really, you still have to commit to one country for your entire career unless you want to switch to Rugby league which generally pays much less. The 'imported' players have to have lived in their adopted countries for a number of years and have usually moved for non-sporting reasons, like they went there as a kid because their parents had jobs there.
