They are. The problem is that these extra places for them don't exist. It would be fine if they paid and we had room for them, but we don't. This isn't the fault of the Polish or any other country who likes to emigrate but our governments.
Come to the UK and pay your taxes? Great. Problem is that there are already potentially month long waits to see a doctor in some areas (if you wonder which, it's those with high immigration) and class sizes are already far too high. Have you ever requested visas? Did you ever cross 3-4 countries where you have to get visa? You easily loose 200€ per person and it takes weeks and month in preparation. It's not easy to simplify it, as the sheer amount of requests from people from outside makes it complicated. And why having visas? Why having border controls within the EU?
