Surprisingly no, but there is apparently some legislation that has been in the works for years which would introduce an internet licence, but each day goes by it's looking more and more unlikely because of how many people have access to the internet nowadays.

Ah. In the US, you can just simply purchase a Television set and simply tune it to broadcast, or more often people pay for cable/satellite. There's also no Appliances or Waterworks licenses; you get those as long as you can pay the respective bills, which is dirt cheap for utilities due to the fact that the utility companies can only charge enough to break even/make a tiny profit instead of price gouging.
