they count every chapter of a group as a group. so if the Ku Klux Klan of Alabama has 3 chapters it gets counted as 3 hate groups, even if some of those chapters are just 1 guy. The SPLC uses this to hype up the threat of domestic groups which not only gets them fundraising but access to the FBI, etc.
