It was only a month ago that it came out about how Verizon and other cell service providers had APIs where companies could request your real name and address if they had your IP address. Using a proxy/Tor is 100% necessary if you want any chance of privacy whatsoever online these days while accessing normal websites/services.

also, net neutrality's rules about how internet traffic should be handled is legally completely separate from the government blocking access to sites doing hardcore illegal shit like cp. Net neutrality or no net neutrality, those sites will be blocked. Such blocking is not in the scope of net neutrality. Only your ISPs deciding on their own to fuck clients over by throttling their traffic for whatever reason they want is in scope.
