cheapo (relatively) mobo doesn't have the fancy 12 phase power supply of higher end z370 but that doesn't matter since
locked cpu only you can prevent house fires 12 threads for muh VMs
3000 RAM that is on the qvl
cheap/quiet cpu cooler to further reduce house fire potential

I need a GPU recommendation for the Silverstone ML06E case - it's a HTPC case. It has 2 vents, up to 175-190mm length, but only like 74mm or 2.95" in width.

Portability is key, hotel TV monitor. Light gaming POE, Cities Skyline, maybe some shootan. My choice is the RX 560, but it doesnt seem to have any low profile anywhere close to the width. Do I really have no other choice but 1050, 1050 Ti??

its the 8700 non-K for gaming and virtualization though

If you intend to overclock, power draw can shoot up very quickly. An 8700K can pull down around 150W when OC'ed under certain conditions. Then you factor in the GPU OC.
Remember you don't want to be running your PSU at full load for long periods. You ideally want some breathing room.

Only bought the PSU so far (promo price expirees after today). Hoping to not have any significant price increases as this is near the upper limit of my budget. This is my first build and I'm not good at computer, so if there are any fuckups please point them out. Also, the Ryzen 1600x is on sale for 200 bucks, which seems like a good deal now that the 175 price for the 1600 is good. Should I expect this price to disappear like the 175 for the 1600 did? Are there any parts of this build it seems I should wait until black friday to order?

Full load it can go to 80 db if it is right next to you.
Generally it will be 10-15 db more compared to custom 1070/1080.

I'm making an ITX build and I was just thinking about because I can swap the 64 liquid out for a 56 at half the price. Price/performance its no question and some noise is alright as I have ANC headphones, but I don't want a hurricane next to me.

Looks fine, but there are a couple problems.
That cooler isn't good; if you can't afford a better one get the 1600.
The 2TB BarraCuda is only like $15 more
Don't use the blower card supplied by the parametric filter
Don't buy OEM Windows; swapping hardware may or may not be supported, along with any help from Microsoft. Get the full version for $15 more.

I have heard undervolting 56 can somewhat remedy the noise problem without crippling the card too much.
You should check that out.

I'm not sure how long these deals will last and now I'm kicking myself for not getting the 1600 at 175

It's a good deal. I bought my 1600 at $200 a few months back so it's at least worth considering.

I got the 1600x for $220 (after I missed the discount, but before the actual discount).
Now I'm getting a $30 cooler.

I've got the 512GB 960 Pro.
But EVO is slightly slower, but $50 cheaper. Also EVO is the recommended so you're OK and I over-spent.

What is the difference between the 1600 and 1600x? They seem to be just the same chip with different clock speeds.

The Witcher 3 loads really faster when installed there. Any game that takes a lot of time loading from storage is significantly reduced in it's load time when installed there.

The 1600x is theoretically capable of higher clocks, but in reality it's for people who don't want to overclock. At $200 right now it's worth buying, but all of Ryzen 5 is just Ryzen 7 with cores disabled so don't expect much.

I set up my first water loop because my GPU was loud as fuck, and now I have an annoying whine from the pump that periodically gets worse.

Windows 7 doesn't have USB 3.0 drivers, so you either have to use USB 2.0, PS/2, or patch in your own drivers.
