These "packages" were made legal in Portugal recently and absolutely nothing has changed for people who pay the usual internet service price. The only result from it is phone operators started offering extremely cheap contracts (as low as 4 Euros/month) where there is a certain number of websites you can access (usually G Suite services + Facebook + Whatsapp or whatever). Neckbeards can cry all they want but this was great for business. If you give phones to 5 employees, what would cost you 100 Euros or more per month now costs only 20! And they get to use them to do what they're supposed to instead of looking at memes.

The only people butthurt about this are
- lazy fucks who want to see content unrelated to work on company phones and computers
- brainlets who actually think these packages will be rolled out to domestic consumers paying full price

Market segregation has always resulted in lower prices across the board because providers can sell lower quality things to poorer consumers and as a result of economies of scale their operational costs goes down.
Low fares airlines didn't make traditional airlines more expensive. Fast food didn't make restaurants more expensive and low end clothes outlets didn't make premium brands more expensive. So I'm wondering what examples you were thinking of when you said "that always happens".

Portugal still has net neutrality laws that affect major ISPs. They can't offer those same packages for actual internet, only for phones because of apps being legal grey areas.
Plus, communications and internet packages for phones were already dropping heavily in price, regardless of those shitty contracts that offer free data on specific apps. Portugal is still on the tail of Europe/US when it comes to phone contracts and data packages, most still only get as low as 500 MB or 1GB per month, and are charged per 50 MB after that, at absurd prices. While everywhere else, you already get 10GB packages for next to nothing.

Europeans get paid less but pay more for everything from food to housing and cars. The completely unregulated communications sector gets away with giving an overpriced shitty service (when compared to other European countries) while the somewhat regulated ISPs actually provide top class service that is only topped by the best of the best. At actual affordable prices.
